If you can't find a plate or decide it is too much work to remove/add
rivets, consider installing a stainless U-bolt lower in the bows. It
will serve the same function and will also serve as a tie-down point
for a Minn Kota trolling motor bow mount -- which the original won't.

That casting is probably 50 years old so I don't think your going to find
one.
You need to have someone make something up at a metal fabrication shop.
You might make it up out of wood in a pinch?
